Suggestion Title:Demote Job option

How would it benefit the server:Would cause less drama regarding cops who random arrest constantly, plus it'd spare the bullshit we get from trollish players

Potential Issues/Exploits:People may use it just for shits and giggles

Additional notes:It's long overdue that this needs to make a return

hell yeah let me just log on 20 alt accounts and F1 to demote every cop that has a special item out
