Suggestion Title: Player Limits

How would it benefit the server: it would make the server fun when its not update day

Potential Issues/Exploits: callum is a loser

Additional notes: You cannot do anything when its not an update day, the great wonderland haven't been able to do a single thing on zarp for the past few days since limits such as nuclear launch was made back to 15, i say it goes back to 12 again! #MakeZarpGreatAgain #ZarpingZiggas

W suggestion!

Since SSRP's playerbase tends to fluctuate often, sometimes having less than 5 players throughout certain days, and other times peaking up to 30ish players - I think it would be most ideal to simply implement a system which would scan the server every X time (days likely), and determine what number of users required to start nukes/casino raids/events, is most suitable throughout that period.

Having to rely on the developers changing these values every week or two is simply not plausible (and is not gonna happen without a long waiting period).
