Suggestion Title: Cosmetic Suits Weight Adjustment

How would it benefit the server: Keep all cosmetic items consistent and stop players getting inventory robust with a purely cosmetic item(s) just like the contents of the Cosmetic Case being weighted at 0.

Potential Issues/Exploits: People don't buy booster packs
