Suggestion Title: Morphine and Amphetamine

How would it benefit the server: Back in the day morphine and amphetamine were one of the best methods of raiding gang bases, nowadays with suits taking over combat and an unknown reason why there is a timer on taking drugs this combo no longer exists, this combo could still be useful in a no suits zone capture and PSG only, there wasn't really a reason explained on why it was removed and I don't get what the problem was.
