Suggestion Title:
Completely change the kidnapping rule
How would it benefit the server:
so i found out that the kidnap rules was pretty short as a whole because it doesn't say how long you can take it back and how you can do it because people in the same gang can exploit it and do a whole role because it's a single person who can do the kidnapping while they can all be in the same gang, so I propose to do a global overhaul since it puts you in situations such as I kidnap you if you don't follow me it's fear rp and you stay blocked for 15 minutes until another takes over and so on which makes the game useless and boring to add because you can't do anything and it becomes boring and you can't could even play in peace

if you implement this suggestion it will prevent people from abusing it to annoy players and not let them play in peace
