Suggestion Title: Remove the stupid pill mayor incident

How would it benefit the server: Other people don't waste time for a 50/50

Potential Issues/Exploits: Absolutely none

Additional notes: How is anyone not gonna pick the chance to be "based and redpilled" in zarp!

It is kinda stupid to have a 50/50 and it removes you from Mayor when you are wrong.. a better option could be 50/50 but if you are wrong it just takes money from the city balance to "Pay for the Mayor's medical expenses" or some shit
