Thanks for the suggestion. Keep in mind that every policy should also have a downside that directly (ie. high cost from city balance) or indirectly (unfavorable for everyone else, making a hit more likely) affects the mayor. Policies that give you or the players an advantage need to have some kind of adverse effect that balances them.

25% more experience for all professions is a very strong advantage to everyone on the server. Do you have any ideas for possible side effects or other ways to make this effect balanced?

Possibly jobs that earn XP will earn significantly less money from their paycheck/job and there will be $40,000 removed from the city balance every 3 minutes.
