Suggestion Title: Gardner Character Upgrade

How would it benefit the server: Enhances the other aspect of basing that isn't printing or doing drug labs. Might be one of the better EARLY character upgrades to get for players.

Potential Issues/Exploits: If this is balanced properly there shouldn't be any...

Additional notes:

This new character upgrade could allow users to plant extra plants, or have an extra plant shelf. Idk, I've just been going crazy mindlessly growing carrots.
