Issue/Bug: ULX ban reasons being too long results in the ban not being logged in F6 rapsheet.

Date/Time: N/A

Server: TTT (probably other servers that utilise ulx too)

Brief description of the issue/bug: When banning a player that is offline, putting in a long reason than your usual ban reasons would cause it to not log the ban in F6 but the ban still works anyways.

Lua errors: Probably a server lua error.

Screenshot or Video: N/A

Extra Information: Adding a character limit in ULX ban reason would be the easiest solution if fixing rapsheet isn't possible/too complicated.
