Suggestion Title: Allow others to edit a post

How would it benefit the server: All threads currently can only be edited by either the OP or the forum staff. I think there should be an option to allow specific users to edit your thread. This would be helpful for gang threads as maybe the owner of said gang would allow the officers of the gang to edit the thread. This is the main purpose behind this suggestion, but im sure there are many more uses for it.

Potential Issues/Exploits: I'm no expert so this might take a while for someone to implement.
