Suggestion Title: Reporting Users

How would it benefit the server:
So right now currently we can only report posts that automatically send emails to the forum staff in that section as well as global moderators and above, However I think that we should be able to report forum accounts that go I missed to prevent trolls as well as CM banned users getting a cheeky one in. Currently they’re accounts out there with horrendous names that would affect EMP if he ever made a return.

Potential Issues/Exploits: N/A

Additional notes: We miss you EMP, I know you support this in spirit.
