Suggestion Title: Fix the scanner for elevator base

How would it benefit the server: Get warrant as cop

Potential Issues/Exploits: None

Additional notes: Let the scanner be able to scan into elevator base by giving it bigger range so you don't have to go into the building, which can avoid "raiding without warrant"

and how are they supposed to do that
