Suggestion Title: Mayor Rework

How would it benefit the server: Currently the Mayor is a pretty lackluster job. I have some suggestions below which I think should be considered:
1. A permanent Mayor Laws screen in the Spawn District. This will make people more aware of any laws the Mayor sets.
2. Allow Mayor Laws to bend some current rules. Obviously the mayor should not allow RDM and things like that, but perhaps the growing of weed could become legalized by the Mayor.
3. This one is a bit odd, but give the Mayor a greatly increased health and armor pool so they don't get instantly killed by a hit. Maybe disable the Mayor's ability to wear suits, but buff their health etc. greatly. Mayors will therefore last longer and be more meaningful.
4. The "no favouritism within laws" rule isn't very clear. I personally think it'd be funny for the Mayor to have an anti-Mutant campaign or something similar, but this could come under 'favouritism' or whatever.
5. There are plenty of other things and I'm sure other people have ideas too! Let us know your thoughts!

Yeah a perm law screen at spawn, and at the PD district, either a big ass screen outdoor or something realistic with little screens hanging out of the ceiling showing the current laws, inside the PD, in the lobby, top room, the office etc.
Once you become mayor, you should respawn inside the office, to begin your mayor duties.

On the HP part, i think it's not necessary to give more HP to the mayor, if you think about it, it's a player, not a machine, there's no point giving more hp to the mayor, just try to obtain an EDF suit or stay around the cops for increased protection.

So it's pretty clear, the mayor isn't allowed to bypass the rules with the laws, you aren't allowed to do that for a good reason, if we start to bend some rules for the mayor, peoples will ultimately loophole the entire thing and do some gargantuan bullshit, it should stay this way in my opinion.

Mayors should have a hit protection, yes it would make the hit protection upgrade useless, but it would be realistic and worth the risk if the mayor is like hidden in the PD with 5 cops protecting him.
I was thinking of like $5m or $10m if you have the hit protection upgrade, not to render it 100% useless if you have it as mayor.

Thanks for these points. I think the Mayor being able to equip a high-tech suit is just weird conceptually, hence why I leaned more in the increased HP direction. For the bending of rules, if this was to be done it would need to be done very sensibly, but personally I think it can add a lot more interesting aspects to the role. For example, people only voting for a player who will legalize a certain thing. I think the options would have to be very limited though (eg. from a preset list - this would also enable scanners to not pick these things up too), and allowing all things to be legal would of course be ridiculous.

I agree with this, perhaps an extra billboard in spawn that usually shows advertisements, but when there is a mayor it perm shows laws.
