The only time I see this being a real issue is if someone quickly switches to cop while being chased and as Kronen said that's just job abuse.

Doesn't matter if it's against the rules or not, people will still do it (especially if little to no staff are online). If you disable the ability entirely you completely get rid of the problem. I also think we need some sort of solution to be able to demote/arrest corrupt cops (eg. FBI deathmatchers) but that's a separate issue I guess.
