Suggestion Title:SLAM Support for Radio Manager

How would it benefit the server:Better Sound quality in songs without botched mics

Potential Issues/Exploits:People abusing SLAM

Additional notes:SLAM or Source Live Audio Mixer is a tool to play sounds from files,it just need sv_allow_voice_from_file 1(currently is 0)

Pretty sure this has been suggested before, just use Soundpad on steam instead.

Add the radio back but make it better, people shouldn’t have to use their microphones to play music but should still be an alternative option
