Suggestion Title: Portable EMP 2.0

How would it benefit the server: With a new version of the portable EMP it brings a new item to another gencorp series case that could be coming soon?

Potential Issues/Exploits: Normal bugs when testing.

So I have been watching doctor who recently and the doctor's sonic screwdriver can open doors from a distance and even open keypads and finger scanners. This reminded me of the Portable emp we have in-game but just not as good. So I thought why not suggest it to see if its something the community would like to see in the future. I think with this added to the server it would bring a really nice item to the server similar to the minigun and printer hackers where their 2nd version was a lot better than the OG item that was in the game. The v2 version could have a model similar to a sonic screwdriver or something similar to the OG portable EMP if nothing can be found and made for the server.

The 2.0 version would be able to hack keypads in-game open doors from a short distance and fading doors from a short distance. It would make the keypads say hacked like the nano hack. The 2.0 version wouldn't vapours anyone like the Og version sadly. Unless u want to use a screwdriver like the Masters from doctor who. that has a red laser and such kinda cool but I feel its way to evil for the server style of things. The v2 version could admit a small beam of light of colour maybe or just glow at one end maybe. The things that could be done with this idea is very open and endless.
