You make a very good argument.
I think what I'd like to see is an addition to the map, one specific place that the Hollow Field is in, could make up the size of the largest district, and have various houses/spots for people to base in.
Honestly, I think some experienced players would still stick to basing using their overpowered weaponry and the like. It arguably is easier to defend using tripmines, turrets, and a shit tonne of gluons and dark matters, tacs and mummies than basing using nothing but the bare essentials that made up early 2015.
You're still right, though. If this was successful, there'd likely be a great deal of players swarming to that one area to base, with little room for new players. I think maybe make it a small city like area. Small skyscrapers, compounds with basement areas, etc. There might be a small issue of elevator basing, but... Well, that's down to what the devs decide to do if this is accepted.
Also, how amusing would it be if the way to access the Hollow Field was a time machine located in the basement of the GenCorp building once it's finished?
