Suggestion Title:
Fix the stacker on Zarp USA

How would it benefit the server:
The stacker has been broken or limited on purpose for a while now, and it's VERY annoying.
There is literally NO reason why the stacker has been limited, and its very annoying.
Here's the limitations of the stacker on Zarp US
1. You can't stack more than 35 props
2. You can only stack one prop at the time
3. The cooldown is way too long

Potential Issues/Exploits:
Literally none

Additional notes:
It's AWFUL to build bases, make it happen, thanks !
