TOPIC: [TTT] suggestion regarding name changes

Suggestion Title:
make it so people who are missing in action cannot change their names using /name
How would it benefit the server:
doesnt give away that someone is dead, being missing in action shouldn't reveal that your dead. so revealing to people that you are dead when you are missing is an unfair advantage to the innocents. the only way people should be able to know if someone is dead is if they id the body or do a life check
