ssrp 1 and 3

Suggestion Title:
make it so hobos can not raid

How would it benefit the server:
due to the recent addition of dumpster diving, players can use hobo to enter bases such as warehouse district bases in order to dumpster dive when in turn there intentions are to RAID the base but gain free access inside.

Potential Issues/Exploits:
none it would solve a lot of f1s being made for rdm as players can let hobos in without having to watch them 24/7 and if players switch whilst inside in order to raid it will be job abuse.

Additional notes:
fixes the server

I agree but at the same time putting a timer there isn't quite gonna cut it because similarly to nlr you cam just break it to be spiteful every once in awhile in order to ruin another's experience on the server. Making it not allowed all together would benefit more easily when it comes to handling the situations if they occur aswell.

It's sad having to do it really but it's a necessary change
