Suggestion Title: Random Drug Run Spawns

How would it benefit the server: It will give people a chance to get away at first with their drug runs when it's started instead of instantly being arrested/killed in the spawn. Random spawns could be more populated areas like near the Banker, next to the Hospital, etc (you don't want the spawns to be in areas where people normally have district bases like Rich, WH, Crack, etc).

Potential Issues/Exploits: People may use this to an advantage to evade a cop with a WANTED level, easy tool to get away from people who may be chasing you, etc.

Additional notes:
If this isn't a good idea to you guys, you could give Drug Runners immunity from being killed/arrested for a certain time (also stop them from using any items/suits in that time) and let them start off with amphetamine to quickly run away.
