Suggestion Title: Allow !votekick for users or like VIP - (Vip maybe because players are more "trusted")

How would it benefit the server: Stop people waiting 8 minutes for one person to stand there - May prevent people from leaving because they have to wait ages. COULD be usefor for other stuff maybe like if no staff are on and someone is being racist
