These are the lists of items I would like
A four leaf clover, would act like a character upgrade, giving you better odds at the casino
Golden variants of clothing like the dress or regular suit
A casino case, it’s like the cash case but instead of money it could get you casino chips instead
Raid jammer, it jams the casino raid, maybe by locking the chests for an expanded amount of time
Maybe some cool unique weapons too

Could work tbf but it still wont persist people to use it due to the fact the casino was added for 1 purpose which was to decrease the economy.

The 4 leafed clover is an awful idea, it would be awful for the economy, as the odds are always rigged against you in a casino, changing that would mean people get insane payouts on things because the odds would be tipped in their favour, this would ruin the point of the casino as it was meant to help the economy

Theoretically, this is actually a good idea. You've just gone about it in a way that makes it tricky to really appreciate it, because as has been mentioned - the four leaf clover is fun, but it also ruins the purpose of the casino, which was to help balance out the economy. Unless you essentially made it so that the odds were only increased very slightly.

Try not to focus on casino-specific items; a better approach would be to go for items that can be used universally. For example, instead of a "raid jammer", why not a weapon jammer? A grenade or mine that lasts for a few seconds, sending out a wave that jams the targets use of any weapon, or merely acts as a temporary stripping of weaponry. Problem here is that the jammer might be tricky to code, or at least take quite a while given how ZARP has essentially over a hundred items.

Skeleton key which is a one time use item and allows you to open one chest in the casino vault raid. Could be rather expensive. You'd also have to make it so that the chests are randomised, if they aren't already, so that people don't know which chest has the specific item they want in it.

Spider mine, experimental GenCorp tech that activates when the person is in close proximity. One time use, but the explosion is devastating and the mine "chases" the target. Could work the same way as the advanced trip mine and be coded to not effect gang or allied gang members.

Suit Augmentation Device (or S.A.D), experimental GenCorp tech developed to siphon abilities for a short period from the many suits GenCorp and their immediate rivals have developed.
A one time use item, it allows you to "borrow" the effects of a target suit. Whether this means stealing one of the lives off of a mummy suit, or stealing a portion of the Jugg's HP/Armour, you could have lots of fun with this.

Golden Designer Suit (one idea of yours!), augmented with the latest and greatest from the casino's own "high-roller" research team, an experimental suit fitted with a larger HP/armour pool. This is made for the gangsters who want their own version of the EDF suit. You could also include an ability with it like slight lifesteal, but that might be going overboard.

VIP Pass, a pricey item that allows the player to access "hidden" games in the casino with higher stakes, and/or entirely different underground ones. For example, it could allow "staked" combat, where players stake anything, and win it if they win or lose it if they lose. You could also allow players to bet on who they think will win or lose. Could also include card games like poker, blackjack or even high/low.
Or more strategic games that are already in place in Garry's Mod like Chess.

Just a few ideas off the top of my head. It could be rolled out in the form of a major casino update.

As for the suggestion itself, having some exclusive items that you can only get from the casino could be a good idea, however would question whether or not the specific items that you have mentioned would actually be a good idea or not. It may be worth a discussion on this being had in the Community Council meeting on Friday and, if other people think that the base idea is good, think about what specific exclusive items could be added to the Casino payout store (rather than having a specific case, as imo there's not much need for a case as long as we keep the prices for each item in the store well-balanced).
