Server Name: Trouble In Terrorist Town

Suggestion Title: Report Response & Report Chat Window Notification

How would it benefit the server: So similar to how when a new rounds starts the Garry's Mod icon will flash, when a new report or chat window is opened for the player if they are Alt+tabbed from their game, this will allow for a more efficient response time to said reports or chats.

Potential Issues/Exploits: Possible to spam however a simple cilentside toggle setting would fix this.
