Server Name: Trouble In Terrorist Town

Suggestion Title: Report Chat Menu

How would it benefit the server: So currently when a chat is opened by a staff member handling a report it gets in the way during a round. I feel like it should only be forced open if both player's are dead or a round is not in progress, otherwise it should be displayed at the bottom of the screen.

Potential Issues/Exploits: People not noticing the chat has been opened.

To be honest I completely agree with Tom, some people just can't figure out how to reopen the chat, taking an even longer time for the person to actually respond, and 98% of the staff members (myself included) wait till the round is finished and/or both the victim and the reported have died.
