story:i was mining then the server went down, and i lost the pickaxe, tried to restore it by typing "/restore" still didn't work

If it was a client-side issue then a refund is unfortunately not possible. And as Jawson said - if it was a server issue then you would be able to “reclaim” the lost items by doing /refund in chat.
