Suggestion Title: FBI cameras

How would it benefit the server: It would make people actually use the FBI room in pd, its never used and i think it really needs to be.

Potential Issues/Exploits: People would prop block them but i think if they were hard to see this could be avoided.

Additional notes: It would work like this: you have a camera or 2 in each district depending on the size of the district, it would make dealing with nukes (kinda) easier as the PD jobs could be told where the people inside are and what they are wearing, the wanted system would also be in play, so if you see someone get killed through the camera it would make the killer wanted. A player limit for them would be needed (maybe 2 or 3? at most?)
