New Daily Events

How would it benefit the server:

Potentially improve player count by a few people

Potential Issues/Exploits:

People beginning to farm XP more than previous as police.
People complaining about losing all their money through lotterys

Additional notes:

These could be the two new daily events:
Double Police XP Day
Big Lotterys Day
