That's a false equivalent.

When you are afk mining, you are still doing the job; you're mining. If you're afk as a cop, you're not contributing to the job in any way, shape or form. Not attempting to stop nukes, bank raids etc.

Furthermore, if you're afk as a miner but died to a nuke or for some other reason, thus you are no longer mining.. you can be demoted from the job.

You’re still contributing to keeping the map free of crime if you’re playing! If you’re not then you’ll get punished for being corrupt!

That was just an example of how a player can fulfil the cop job role, there is other things you can do.
