Story: So I was just basing and making money, gems and collecting loot when suddenly the server made an announcement that the server will restart in 2 minutes and so it restarted and I have been afk mining since the server restarted and went to sleep. The next day, I stopped afk mining and decided to start a base and when I tried the commands it said "[ZARP-Notice]: You do not have any pending refunds!" I tried "/restore, /refund, /restore all" and it gave the same message. Hopefully you can help me with it,

You reconnected to any SSRP servers whilst having pending refunds therefore your refunds are not eligible to claim, is this what you did?

well it auto reconnected me but it wasn't my fault the server was so laggy that I timed out right?

No one else timed out other than yourself, this is a you problem and not the servers therefore you will not be refunded.
