Suggestion Title: Stop Players From LoopHoling

How would it benefit the server: Stop The RDM of miners

Additional notes:

A bunch of miners just got CDMed on server 2 recent and it was all because of a loophole of stun sticking miners into the street to CDM them which is a clear loophole of the cdm rule, personally and should not be allowed but isn't because stun stick abuse isn't against the rules for some unknown mingy reason, so what i'm proposing is to

either make stun stick abuse not allowed

or make stun sticking people into the street to cdm a loophole and not allow it to happen

This needs to get accepted because if something like this is allowed then you can easily rdm everyone who's afk on the server by stun sticking them on the road then cdm all of them and everytime they make an f1 about you, you will not punished by saying that stun stick abuse isn't against the rules and according to rules you can run over anyone who's on the road.
