I suppose you could bring it up to be considered a type of assault. It would be a lot more realistic that way. Police are not supposed to go around stun-sticking people for fun in real life, so why should that be allowed in-game?

The stun stick could still have a roleplay purpose to "cripple" any law-breaking individual(s), and in other scenarios as a guard.
