Suggestion Title:
Add a tab to the f1 menu that displays the server rules

How would it benefit the server:
Makes the rules more accessible

Potential Issues/Exploits:
none

Additional notes:
As of now the first thing people see when they join the server is the F1 menu open at the home/latest news tab. If a rules tab were in the f1 menu it could instead be the default to have it show the rules as the first thing new players will see when joining the server, encouraging them to read them before they play, rather than having to search for them.
