Last time it was open on an EU host, this time it would be on a US one. This has been considered, and many discussions have been had on it.
I would consider recreating it on the US host once that gets an upgrade, if the CM Team were to agree, however there are no promises as the server itself would also have a lot of changes made to it if this were to happen in order to ensure that it would not die out again.
It all comes down to what the community want - however, even if the community want it that does not guarantee anything, nor does it guarantee an increase in popularity.

Only about 10-15 people actually want murder and of those maybe 5 would play regularly, the fact remains that there were almost never any players on until there was a set closing date at which point people played for the novelty of it but if the server were opened history would repeat it self and people wouldn't play, it's simply not worth it to do.
