Additional notes:
Rather than sending reports to staff members' emails, there should be a section on the forums in which they can be viewed and handled (tickets closed with a button, and possibly dealt with using a private chat system between staff members and the user(s) in question), including a "warning" kind of system to allow staff members to send a note / message to a user as a form of reminder that a post has been deleted for a reason, or that they have broken TOU in some manner that did not require a ban, which would massively reduce any issues with new users being confused, and would make the life of forum staff much easier.
Alongside this, there should be notifications on the forum main page itself for forum staff in order to notify them when there are pending reports.
