Potential Issues/Exploits:
People who have names in different fonts or names that start with a symbol could have an
advantage as their name cannot be quickly typed.
So, after messing around with the config files on my dedicated server a bit I can report back
that this is a serversided thing, which can be added easily tho.
It is as simple as putting the following line of code into the english.lua file:

If I had any friends it wouldn't say nobody.. but you get the point.
The issue with this solution is however, that nobody has a "10" key on their keyboards.. well.. normally.
The workaround for this would be to make an extra bind which would be something like
bind "k" "ttt_radio warn"
or to remove some quickchat binds on the serverside like "Help" which is not needed in my opinion but that
doesn't matter right now.
I guess what I'm trying to say is that if this rule is going to be implemented, then those 2 lines of code could be
implemented as well for a better user experience since it should make things easier.

Edit: Something like
{player} stop using my health station or you will be set to KOS!
would also be possible, which should fix the problem with "HS=KOS" as well.
But a DEV needs to implement this.
