Not all the old players would leave, considering it's mostly the old players who complain about the current state of SSRP and them leaving due to the current state of SSRP, me for one, i wouldn't care how much cash i'd lose in SSRP the only thing i'd care about is what they'll be doing with the boosterpacks and if they bring them back, they don't allow players with hundreds of active boosters to climb to the billion category by the first week.

But it means more players will come back than leave, most people have stopped playing SSRP because of the lack of the things to do, it used to have things to grind for but now since a lot of players got to a certain point where they have more than enough money to play with, they have nothing to grind for anymore, they have just left and some are currently waiting for an update which they'll be able to either grind or try out.
Edit: I'm sure if the eco was reset the booster packs would be brought back but be more balanced for a while until there is inflation in the economy again
