Suggestion Title: Only Guards/Warden can use mic

How would it benefit the server: More organized

Potential Issues/Exploits: Non

Additional notes: everyone screaming and talking over the warden and sometimes it's hard to hear the orders

Maybe add a button so the warden can mute them during the start

High-key boring if prisoners can't activate cancer mode and scream down their mics "FREEDAY"

Clarky is looking at getting Dead to add priority speaker to Warden.
