Suggestion Title: Aslay's on Rapsheet

How would it benefit the server: Prevent staff from miscounting people's recents and it's just not needed anymore.

Potential Issues/Exploits: Nothing I can think of, worked perfectly before.

Additional notes: Basically aslay's are no longer needed on the rapsheet as we now have warnid working again. The only reason aslay's were added to F6 was to have a form of offline punishments when warnid wasn't working, now that warnid is working it can be reverted back to how it used to be. This will make people not get 2 recents every time when only breaking one rule and overall make the rapsheet cleaner.

Also, amute's still need adding to the rapsheet
