Suggestion Title: Regulate Posts Locked

How would it benefit the server: The user doesn't have to create a new post whenever a global mod takes for granted it should be locked.

Potential Issues/Exploits: Trolls abusing this.

Additional notes:

If the post doesn't break TOU and doesn't create unneeded drama, the globals mods should not lock them. Unless they are specifically asked for such action to be taken. It's not really fair having your post locked due to forum mods feeling them should be locked for some abstract reason that doesn't make sense. I believe it should be justified that the user has more control if it should be locked or not. There are great examples of posts where it shouldn't have been locked but still did.
