Suggestion Title:

A staff member may not handle a report/appeal if someone else has claimed this report/appeal by saying they're handling it.

How would it benefit the server:

It would be greatly beneficial towards the reduction of conflict within the staff team, so that appeals and reports would be fully handled by one person, due to the fact that staff members can just take over reports/appeals by posting an outcome on them, even if being handled by someone else.

The only exception to this would be if the appeal/report verdict was overruled by a HA+.

Potential Issues/Exploits:

Potential bias, however it's unlikely.

Taking other peoples reports/appeals is just a dick move.

Could lead to appeals taking ages to be handled, as sometimes people will say they are handling an appeal / report, only to leave it for hours before they actually even try contacting the staff member / deal with it.

This is already a thing, you need an HA+ Permission to overrule it

Like i did, i asked tyler if i could handle it because b4nqk0k took a long time, even b4nqk0k allowed me to handle it as he forgot
