Suggestion Title: Arresting rules in a Gun Range

How would it benefit the server: Actually allow some valid RP (Yea yea its SS, but c'mon.) by not allowing Police to arrest people while they're not in a gun range. They're RPing a gun range.

Potential Issues/Exploits: Literally nothing. It's a gun range.

Additional notes: An issue came up today because someone had built a gun range. People were using it, but because the "Doors were open" the police were allowed to arrest them for having a weapon out/in hotbar. If I remember correctly that's not how a gun range works. You're there to test guns. It's not some illegal trade business where you have to set up a front and have a lookout for the cops. What. It's a GUN RANGE. You're supposed to be able to freely use guns while there.

But since there's not actually a rule stating that Police can't do this, I've decided to write this. It's an RP server..... Have some sense of RP, not everything needs to have a rule. But since there was controversy, here's my suggestion. (this goes along with the obscure part in the title)
