Suggestion Title: Shoutbox

How would it benefit the server:

The first thing on the forums people see when they log on will be the Shoutbox, if new members arent familiar with the forums layour and templates this is a great way for staff to help others or it could just be used to chat while for example dead in a certian gamemode.

Potential Issues/Exploits:

None really, i think it will really help the community out.
One potential issue might be that it could be overwhelmed with SSRP only chat as the SSRP on Zarp is bigger than anything else.
