Suggestion Title: Extend rule 4.9 Floating Structures

How would it benefit the server:
Currently the rule states

4.9 Floating Structures - Structures must not be floating and should be aesthetically supported at the edges.

and this only applies to props/bases. But many entities used are place floating without any support and that defeats the point of role play as in real life things don't levitate. People place there shops floating. They place keypads floating in the air and same with buttons. It looks horrible and it shouldn't be allowed.

The rule should be changed to

4.9 Floating Structures - Structures and entities must not be floating and should be aesthetically supported at the edges.

Potential Issues/Exploits:
None I can think of at the moment

Additional notes:
I would like a lead team member to bring this up in the meeting.
