Suggestion Title: SSRP Suggestion - DD Can not set Hyper TP Marks

How would it benefit the server: It allows for trust as people can't set a Hyper Teleport Mark and then 20 minutes later teleport in as Gangster with 50 thermals blowing everything up. It's gamebreaking when it happens and should not be allowed.

Potential Issues/Exploits: N/A

Additional notes:

Drug Dealers should still be able to wear the hyper suit and teleport if they had a Mark previously. Only difference is that they shouldn't be able to set a new one.

Back at it again with the autistic comments.
1. This is abusing the rule which states that drug dealers cannot raid, considering setting a TP mark inside a base just to raid it later on seems like a pretty shitty thing.

2. Not only is it abusing the no raid as dd rule, it also fucks the job abuse rule, considering he is one job which cannot raid and switches to another to raid with something he did as a job which cannot raid.

3. This will benefit everyone, even people with as small of a brain as you buddy, you just don't know it yet.
