Suggestion Title: Balancing one of the most underpowered raiding item rn

How would it benefit the server: it'd make the item actually worthwhile , and a reasonable tool for raiding bases.

Potential Issues/Exploits: none

Additional notes: making the guass holster approximately 8 seconds , so it'd be a semi-risky move to raid w/ it but it'd be balanced enough so it wouldn't be broken like it was.
