To become a mod, you need to prove that you can take the right actions on your own, what if you're the only one with mod rank or higher? Then you have to take the responsibility of warning/kicking the player.

This is hours on Zarp, and since I haven't seen you on, I refuse to believe you have 500 hours of gametime on the server.

As a mod, you're supposed to deal with this kind of stuff yourself. Ofcourse, you can't handle propblock and such, but you should deal with these things yourself.
