How would you handle a TS3 appeal?: I'd first take a look over the appeal to look at the main attirubtes to the persons ban depends on if they're apologetic or not, then I'd contact the banning admin, I'd then ask for the situation and what happened after finding out depending on the situation I'd handle the appeal in the situation.
Explain some of the administrative features of TS3 and when they're used

There are a lot of administrative features of Teamspeak 3 the main ones that are used reguarly are;
Kick Client from Server - this is the feature that kicks the client in question from the server. A situation where you would need to kick someone from there server would be when a client of the server is being defiant, I would kick them and tell them to join back when they're calm.
Kick Client from Channel - this feature allows the administrator of the channel/server to kick a client from the channel, a example when you would need to use this feature is when a user being very disruptive in a channel where the people may need to concentrate, for example, if users of the server are playing a serious game of Counter-Strike:Global Offensive and someone comes into the channel and starts making noises that might be distracting, you will need to kick them from the channel.
Ban Client from Server - this is the feature that allows admins to ban a client from the server, a situation where you would need to use this feature would be; if a client of the server was making very racial remarks, and other clients in the server find it offensive, you might need to ban the client from the server for a certain amount of time, or if needed permanently.
Move Client - this is a feature that can be used to bring the client in question to your channel or to another channel if needed, a way you could do this is by either dragging the person to another channel or you could right click their name and 'Move Client to own Channel', an example of when you would need to use this feature would be if you would need to speak to a client about their behaviour, then you might need to move them into another channel and speak to them in private.
Edit Channel - this is a feature that allows the administrator of the server to edit the channel, they may need to edit the channel, they can edit the name of the channel, edit the description, change the channel icon, they also have more advanced settings which include changing the sound quality, changing the password of the channel, and changing the max clients of the channel, there is also a lot more features of Edit, this will most likely not be needed but a situation where this may be needed would be needed would be when, you need to discuss something you might need to add a password to the channel so that it would stop other users from entering the channel then you would be able to have a private discussion without any other user interrupting. There is also the movement and placement of channels, this can be done by dragging them to where you need them to go, a situation where this might happen where if a Teamspeak staff was meant to drag a client in, but occidentally dragged the channel instead, the placement could be fixed by using this.
Set Server Group - this is the feature that allows the administrator to add groups(ranks) to people or remove them, for example, the ranks would be used to give the user more permissions and powers inside the Teamspeak server, a situation where the administrator would need to use this would be a newly accepted staff member may need their Teamspeak rank updated so other users in the Teamspeak will be able to see and know who to contact if they need help on a specific service.
Set Channel Group - This will hardly be used because most of the time the permissions from the channel will be inherited from the server groups, but an example of where you might need to set someone's channel group would be when there is a meeting on, you might need to give someone without the Teamspeak staff a channel group so that they can help with the moderation of the meeting.
There are a-lot more administrative features of Teamspeak, but these are the basics that are mostly used in Teamspeak.
What would I do different with my new powers? (we recommend around 50 words): I'd use my powers much differently to how I treat things now, basically I like to joke around a lot, or I used to but that was just how I am, I've learned to develop my skills to be serious at most times, so I've put that to my past, giving me more powers will allow me to handle more situations and help the community more than I help out already.
