When It Will Be Appropriate To Use The Ban Command?
It would be appropriate to use a ban command if a player has broken a rule and has been warned for it and then he still keeps to break rules. Another example is if a player has broken a rule and has been leaving the server to avoid punishment. Also it is appropriate to use a ban command when someone is threatening to DDos the server.

Why Should I Be Promoted:
I think that i should be promoted as i have been Moderator on the server for a fairly long time, I feel that I can be trusted with the responsibilities of an Admin. I did my best to help any player, when I was on the server I have warned, slayed and kicked many player that have been breaking rules.Also applying for Admin is a way for me to progress further in to the Zarp Community.

"Also it is appropriate to use a ban command when someone is ddosing the server.": You can't really know by yourself if someone is DDoS-ing the server but I think we all understood what you meant. Just in case, it's more like DDoS threatening on which you could actually act.

The most of time I met you, you didn't seem to interact really much with players. I didn't see you paying much attention to rule breakers or if a player needs help.
Your activity has been really low the past two weeks.

As said by Carla, you might want to try and interact some more with others. For example: you have 2 posts on the forum, those are your mod app and your admin app. Could try and get to know more people within the community.
