Explain how you would handle the following situation:
I would ask the player y what was the reason for the murder, if the player y would have a excuse, I would proceed to ask player X if he has any evidence, if he has not then I would dismiss the issue and keep an eye out on the player y. If there was an proof I would give the player y an proper warning.

Player x accuses player y for RDMing him, the console log shows that player y killed player x.

I would ask for a proof, if there wasn't any, you would dismiss the situation and keep an eye out on the player y
Player x accuses player y for breaking NLR, the kills are pretty close together in console (a few lines apart) at a peak time.

Player x calls for help in the OOC chat because his bank is being raided
I will warn him in the OOC chat first, to stop doing metagaming, and teach him what it is if he is clueless. If he continues I would give him a warning.

Hello. I would like to apply for operator, becouse I did so on various other DarkRP servers and I enjoyed it and I was good at it. And now that I play for long on this server I would like to try help admins or others that help with stuff. I understand everything you demand of me. Help players if they have some problem or they need advice. I play on the server for quiet long now, and most of the admins might know me and when I don't understand something then I am not lazy to ask, then it is easy to learn. And that's why I would like to ask you to choose me, to belong to a group where I can contribute with my knowledge. I respect all of the admins and I didn't cause any violations that would lead to a ban or other conditions. And that's why, I, Jack Stellington, could become a moderator.
